EASTLAND RESCINDS POLICE OFFICER TERMINATION

by: Debra Eaton

The Eastland Board of City Commissioners met in a Special Called meeting on Thursday, Feb. 27th. The purpose of the meeting was to discuss an "Appeal of Disciplinary Action" and "Legal Issues Related to Personnel Matters" regarding Osco Frank Saylors.

A Notice of Appeal was submitted to the City of Eastland on January 28, 2014, by Mr. Saylors Attorney, Allen L. Stidger of Fort Worth.  Included in the 41-page document was a request for reconsideration of the decision to terminate Mr. Saylors employment with the Eastland Police Department. The document also included Factual Background, Documentation, and Exhibits. The Appeal prompted the City's Special Called meeting.

Saylors termination stems from an Internal Investigation of the Eastland P.D., which occured in January 2014. The investigation was prompted by media reports of an unprocessed complaint, alleging sexual assault, and reported to the Eastland P.D. in June 2013.

Following their deliberation in Executive Session, Commissioners voted to rescind their decision to terminate the employment of Sgt. Saylors and to accept his resignation from the department effective February 28th. He will also have the opportunity to re-instate his weapon certification with the Texas Commission On Law Enforcement (TCLOE).

As was said in the appeal letter, "Patrol Sergeant Osco Frank Saylors has been a sworn Law Enforcement Officer for more than thirty-seven (37) years. Twenty-six (26) of those years were spent working as a loyal and dedicated employee of the City of Eastland as a Police Officer."
