Notice is hereby given that a Regular Meeting of the Governing Body of the City of Ranger, Texas will be held on Tuesday, May 26, 2015 at 5:30 p.m. in City Hall, 400 West Main Street, Ranger, Texas.  The following subjects will be discussed, to wit:

 

Agenda Item 01:  Call to Order- Mayor Pilgrim

Roll Call-City Secretary

Prayer

Pledge of Allegiance to United States Flag

Pledge of Allegiance to Texas Flag

 

Agenda Item 02:  Citizen’s Presentation-At this time, anyone on the list will be allowed to speak on any matter other than personnel matters or matters under litigation, for a length of time not to exceed THREE minutes.  No Council/Board discussion or action may take place on a matter until such matter has been placed on an agenda and posted in accordance with law.

 

Agenda Item 03:  Announcements from City Council-Comments may be made by council or staff, BUT NO ACTION TAKEN on the following topics without specific notice.  Those items include:  Expressions of Thanks, Congratulations or Condolence; Information on Holiday schedules; Recognition of public officials, employees or citizens other than employees or officials whose status may be affected by the council through action; Reminders of community events or announcements involving an imminent threat to the public health and safety of the people of the municipality.

 

Agenda Item 04: Discuss/Consider approving relocation of mobile home from location outside city limits to 1501 East Loop 254, Ranger- Jim Robinson

 

Agenda Item 05:  Discuss request for extra days to pay water bill – Mary Bratton

 

Agenda Item 06: Discuss/Consider approving City Administrator Penny Cate and Human Resource Director Charlotte Allmon to attend a 1 day seminar in Dallas on Human Resource Laws, June 9th with per diem and mileage – City Administrator

 

Agenda Item 07:  Discuss/Consider appointing Commissioner John Casey as Mayor-Pro-tem for City of Ranger – Mayor Pilgrim 

 

Agenda Item 08:  Discuss/Consider approval of Second and Final Reading of approving ORDINANCE NO. 2015-05-26-C; AN ORDINANCE TO PROHIBIT THE STORAGE, SALE AND USE OF EXPLOSIVES AND FIREWORKS WITHIN THE CITY LIMITS OF RANGER, TEXAS, AND WITHIN 5,000 FEET OUTSIDE THE CITY LIMITS; DECLARING THE STORAGE, SALE AND USE OF FIREWORKS TO BE A NUISANCE AND PROVIDING FOR INJUNCTION RELIEF, EXCLUDING, HOWEVER, FROM THE PROVISIONS OF THIS ORDINANCE, THE USE OF FIREWORKS FOR AGRICULTURAL PURPOSES AS HEREINAFTER SET FORTH; PROVIDING A SEVERABILITY CLAUSE; 

 

 

PROVIDING A REPEALING CLAUSE; PROVIDING A PENALTY OF FIVE HUNDRED DOLLARS ($500.00) FOR EACH OFFENSE EXCEPT WHERE A DIFFERENT PENALTY 

HAS BEEN ESTABLISHED BY STATE LAW FOR ANY OFFENSE WHICH PENALTY SHALL BE THAT FIXED BY STATE LAW, AND FOR ANY OFFENSE WHICH IS A 

VIOLATION OF ANY PROVISION OF LAW THAT GOVERNS FIRE SAFETY, ZONING, OR PUBLIC HEALTH AND SANITATION, INCLUDING DUMPING OF REFUSE, THE PENALTY SHALL BE A FINE NOT TO EXCEED THE SUM OF TWO THOUSAND DOLLARS ($2,000.00) FOR EACH OFFENSE AND EACH AND EVERY DAY SAID VIO  LATION IS CONTINUED SHALL CONSTITUTE A SEPARATE OFFENSE; AND PROVIDING FOR PUBLICATION AND AN EFFECTIVE DATE-Mayor Pilgrim

 

Agenda Item 09:  Discuss/Consider approval of Second and Final Reading of approving ORDINANCE NO. 2015-05-26-D; AN ORDINANCE OF THE CITY OF RANGER, TEXAS, PROVIDING A STATEMENT OF POLICY AND DEFINITIONS; DECLARING THE ACCUMULATION   OF  STAGNANT WATER, CARRION, FILTH, WEEDS AND OTHER IMPURE OR UNWHOLESOME MATTERS UPON PRIVATE  PROPERTY  TO  BE UNLAWFUL; DECLARING SPECIFIED ACTIONS TO BE A NUISANCE; PROVIDING FOR THE ABATEMENT OF NUISANCES BY PROPERTY 0WNER OR CITY; DECLARING THE DISCHARGE OF SEWAGE IN A MANNER TO CAUSE ODORS, OBNOXIOUS, UNHEALTHY AND UNWHOLESOME CONDITIONS TO BE A VIOLATION;  PROVIDING FOR THE FILING OF LIENS TO SECURE CITY'S COST; PROVIDING PENALTIES; AND PROVIDING A SAVINGS CLAUSE- Mayor Pilgrim

 

Agenda Item 10:  Discuss/Consider approval of Second and Final Reading of approving

ORDINANCE  NO. 2015-05-26-E; AN ORDINACE OF THE CITY OF RANGER, TEXAS PROVIDING FOR THE REGULATION OF CORRECTIONAL, POST-CORRECTIONAL, HALFWAY HOUSES, TREATMENT FACITLITIES, REHABILITATION FACILITIES AND TRANSITION FACILITIES; PROVIDING DEFINITIONS; PROVIDING PENALTIES FOR VIOLATIONS; REPEALING CONFLICTING ORDINANCES; PROVIDING A SEVERABILITY CLAUSE; PROVIDING AN EFFECTIVE DATE; AND PROVIDING AN OPEN MEETINGS CLAUSE -  Mayor Pilgrim

 

Agenda Item 11: Discuss/Consider approval of First Reading of ORDINANCE NO. 2015-05-26-F; AN ORDINANCE OF THE CITY OF RANGER TEXAS REGULATING THE USE OF FIREARMS WITHIN THE CITY LIMITS; REPEALING ALL ORDINANCES OR SECTIONS IN CONFLICT THEREWITH; PROVIDING FOR THE FOLLOWING; FINDINGS OF FACT; A PURPOSE; DEFINITIONS; EXCEPTIONS; RESTRICTING THE DISCHARGE OF AIR GUNS; AN EFFECTIVE DATE; ENFORCEMENT CLAUSE INCLUDING INJUNCTIVE RELIEF; A SEVERABILITY CLAUSE; PROVIDING FOR A PENALTY NOT TO EXCEED $1,500.00 AND CIVIL PENALTIES NOT TO EXCEED $100.00 PER VIOLATION; SEVERABILITY; AND PROPER NOTICE- Mayor Pilgrim

 

Agendas Item 12: Discuss/Consider approval of Resolution no. 2015-05-26-J; a RESOLUTION BY the city of RANGER, texas (“city”), approving A CHANGE IN THE RATES OF atmos energy corporation, mid-tex division (“ATMOS”) AS A RESULT OF A SETTLEMENT BETWEEN ATMOS AND the ATMOS TEXAS MUNICIPALITIES (“ATM”) under the Rate review 

 

 

mechanism; FINDING THE RATES SET BY THE ATTACHED TARIFFS TO BE JUST AND REASONABLE; FINDING THAT THE MEeTING COMPLIED WITH THE 

OPEN MEETINGS ACT; DECLARING AN EFFECTIVE DATE; AND REQUIRING DELIVERY OF THE RESOLUTION TO THE COMPanY AND LEGAL COUNSEL –

Agenda Item 13: Discuss/consider approval of Ranger Historic Preservation Society (should they get the opportunity to have a demonstration by the First Calvary horse detachment from Fort Hood )  to have the demonstration at the Veteran Memorial Park on Friday, September 18, 2015 – City Administrator

I, the undersigned authority, do hereby certify that the above notice of meeting of the Governing Body of the City of Ranger is a true and correct copy of said notice on the bulletin board at the City Hall of the City of Ranger, a place
