The Cisco City Council meeting was about to begin. All seats in the room were filled. Some of those attending were concerned about what was going to happen to their idyllic setting here in Cisco, where they have made plans of their own, for living, loving, laughing and raising their young families. Some were wondering if the activities that were planned for this area neighborhood would affect their taxes. The piece of real estate that has come under scrutiny is now being called the “Bailey Property”. This plot of land was developed in 1919 by Humble Oil Company to accommodate the employees that were needed for the oilfield boom going on in this area at that time.
