Grant Program Funds New House

By Paula Carpenter

Several people were on hand Friday, March 14, to congratulate James Estep as he received the keys to his newly completed house. The City of Rising Star participated in the Grantworks Home Grant Program which funded this house. City officials explained that this program is designed to help homeowners who have low income and live in substandard housing to be able to receive a new home at no cost to them. The City of Rising Star plans to work with Grantworks for this program again in the very near future. Shirlean Bonacci, with Grantworks said that many people who live in substandard homes are financially unable to build or repair their existing homes. She added that many of these old houses are full of mold, have lead paint or asbestos and really are just not livable.
If a homeowner qualifies for a new home under this program, the house is built at no cost to the owner. The owner does sign an agreement that he/she will live in the house, and there is also an affordability period (5 to 15 years).
