In a called Eastland City Commission luncheon meeting Monday with all present there were no comments during the public hearing, so the new budgwas passed on first reading. The rate hike comes reportedly to help offset a reported drop in city personal property values. In another hasty passage the City okayed a proposal with the HOME program which provides assistance for resident improvements and arrangements for low income and disadvantaged property owners. It was pointed out that property in a flood plane can be benefited through certain arrangements. (Tricky, but possible, commented City Manager Ron Duncan.)
